Luke Wier
Executive Director of Aircraft Management
Mr. Wier comes from a foundation in finance and sales. With 23+ years in the mortgage industry both as a mortgage broker and company owner, he has a “degree” in getting to know people. He has extensive knowledge of sales and marketing as well as growing businesses. Mr. Wier is also the product of Lane Aviation Academy, a part 141 flight school, in Eugene OR. He was recognized for his maintained 4.0+ GPA in flight school as well as several awards obtained while attending, not limited to the first-year student award, and the recipient of the highly coveted Bernice Ingalls-Staton scholarship. His experience in sales and finance, coupled with his education, training, and knowledge of aviation has led to his success as our Executive Director of Aircraft Management.
Mr Michael Woolston

John Greene
Director of Maintenance
Mr. Greene brings 38 years of aviation maintenance experience to the company and holds an Airframe & Power Plant license. Over 11 years at Honeywell Aerospace Repair and Overhaul as a mechanic, Customer Support Engineer and a Tech School Instructor in Phoenix AZ. Mr. Greene started as a mechanic in U.S. Airforce where he served 4 years. He realized he wanted to expand his experience to a Part 145 Special Missions programs such as the C21A program for the Airforce where he held the position of Maintenance Manager and within 2 months, he was the Director of Maintenance. Mr. Greene has served as a Director of Maintenance for a couple of aviation companies and brings many years of experience to Carlisle Air Group.
As Carlisle Air Group’s Director of Maintenance, Mr. Greene is responsible for providing safe, reliable, airworthy aircraft in support of customer requirements and directs the overall aircraft maintenance functions of the company, including all aspects of FAA, ARG/US and Wyvern compliance.
Rachel Starn
Accounting Department
Rachel Starn entered aviation accounting while studying for her MBA in business administration. She brings 8 years of experience and fresh, innovative methods to the Carlisle Air Group accounting team. She excels in excel and thrives on meeting deadlines. Her positive attitude and love for aviation and all things travel is inspiring to her Carlisle Air Group coworkers.
Carlos Avila
VP of Operations/Chief Flight Scheduler
With an educational background in computer software, hardware and networking, Mr. Avila has been integral in advancing Carlisle Air Group technologically, all the while honoring the “old school” simplicity of the processes that has made this company a success.
In addition to his role as VP of Charter Operations and Chief Flight Scheduler, Mr. Avila is type rated and serves as Captain on the GIV and GLX.
Tyler Sinclair
Director of Safety
Tyler Sinclair comes from an extensive aviation instruction and management background. He has taught at CAE and SIMCOM and has served as the Director of Operations for a major flight school. During his time instructing, he participated in “Flight for Sight”, a program where he taught a blind woman to fly. Featured in AOPA and news outlets across the country, the program culminated with a flight from Phoenix, Arizona to Washington D.C. in a Cessna 172 for World Sight Day.
Tyler holds a Master’s degree in Aviation Management and Human Factors from Fulton Schools of Engineering at Arizona State University. He is a member of the NBAA Safety Committee, serving on the fitness for duty workgroup. Tyler is type rated in the Bombardier Global Express jet, flying international missions across the world.
Genie McGovern
Human Resources Director
Genie McGovern has an educational background in both HR and Accounting. She obtained a bachelor’s degree in human resources and joined Carlisle Air Group as the new Human Resources Director about a year and a half ago. She has served in various roles in the past 15 years in both the Human Resources and Accounting fields. While aviation is a newer field for her, she loves her job and the people at Carlisle Air Group. She is noted for “learning something new every day.”
Mr Clifford Russell
Owner

Jamie Franklin
Director of Operations
Mr. Franklin comes from a foundation of 30 years in corporate aviation. As a Captain and check airman he has extensive knowledge of company and worldwide aircraft operations. He has served as chief pilot and Director of Operations for several companies and has extensive knowledge of company and aircraft operations. He has also served as a pilot for the owner of the Diamondbacks. He has an aviation degree from Northern Virginia community college with a 4.0 GPA. He has seven type ratings and is currently serving as a PIC and check airman in the Global Express and GIV aircraft. He is well respected by both the aviation Industry and the FAA.
